This Discussion Paper is principally concerned with two ongoing youth employment programs in Honiara: the World Bank–supported ‘Rapid Employment Project’ (REP) and the ‘Youth at Work’ (Y@W) Program implemented and managed by the Secretariat of the Pacific Community.
